Memorandum of Understanding Signed Between the Sudan Humanitarian Aid Commission (HAC) and The Union of NGOs of the Islamic World (UNIW) to Strengthen Humanitarian Response and Coordination

A high-level coordination meeting was held in Port Sudan to address the strengthening of emergency humanitarian response and the transition process toward early recovery.

The meeting was held under the auspices of Prof. Dr. Selva Adem Bineyye, Chairman of the Sudan Humanitarian Aid Commission (HAC), and Mr. Eyüp Akbal, Secretary General of The Union of NGOs of the Islamic World (UNIW), with the participation of the UNIW delegation and member organizations.

The meeting was organized upon the initiative of the Zinnureyn Humanitarian Organization, under the leadership of its Chairman Dr. Imadeddin Abubakir Abuhiraz, in cooperation with the Islamic Relief Agency (ISRA). Within the framework of the program, a Memorandum of Understanding and Cooperation Protocol was signed between HAC and UNIW, aiming to strengthen coordination and complementarity in humanitarian assistance.

Appreciation for Türkiye’s Support and Call for Investment

The Chairman of HAC expressed satisfaction with the continuous support provided to Sudan by the Republic of Türkiye through its government, people, and civil society organizations. She emphasized that humanitarian aid convoys from Türkiye to Sudan have reached a remarkable level both in number and volume, citing the recent humanitarian aid ship that docked at Port Sudan as a notable example.

Prof. Dr. Selva Adem Binniye welcomed the visit of the UNIW delegation to Sudan and expressed appreciation for the UNIW’s contributions to humanitarian efforts. He highlighted that UNIW, with over 400 member organizations from 66 countries, demonstrates significant experience and a wide sphere of influence.

In this context, Chairman Binniye invited Turkish businesspeople to invest in Sudan, particularly contributing to the recovery and reconstruction process. She stated that the Sudanese government is ready to provide all necessary facilitation for Turkish investors and is committed to creating an attractive investment environment.

Transition from Emergency to Recovery

Chairman Binniye noted that Sudan is making tangible progress in transitioning from the emergency phase to the recovery phase. She stated that all humanitarian aid delivered to the country is distributed to beneficiaries according to approved distribution plans, with relevant organizations actively participating in monitoring and oversight processes on the ground.

He also emphasized that the UNIW delegation’s visit is crucial for accurately identifying the real needs of the Sudanese people and for conveying an objective and accurate picture of the situation on the ground, countering misinformation and disinformation present in the media since the beginning of the conflict.

Statements from UNIW

UNIW Secretary General Eyüp Akbal reiterated the UNIW’s commitment to strengthening strategic cooperation and coordination with HAC. He stated that this cooperation would contribute to responding swiftly and effectively to urgent needs and that UNIW and its members are ready to provide full support for the transition to the recovery phase.

Akbal noted that field visits were conducted in Sudan with the participation of member organizations. In collaboration with Turkish NGOs actively operating on the ground, comprehensive studies were carried out to identify current needs and priorities, assess internal displacement dynamics and the most affected groups, highlight gaps in basic services, evaluate operational challenges, and explore cooperation opportunities between Sudanese and international organizations.

As a result of these efforts, Akbal stated that the “Sudan Humanitarian Field Needs and Priorities Report” will be prepared, serving as a practical reference for planning and coordination processes and contributing to more effective and efficient humanitarian response on the ground.

He also expressed deep appreciation for the leading and unifying role played by the Sudan Humanitarian Aid Commission in delivering humanitarian assistance to the Sudanese people.

Scope of the Memorandum of Understanding

Within the framework of the signed Memorandum of Understanding, the parties have agreed to:

  • Cooperate in supporting and implementing humanitarian aid programs and projects in Sudan in line with each other’s policies and plans;
  • Facilitate the humanitarian activities of UNIW and its member organizations in Sudan;
  • Strengthen practical coordination in the fields of volunteerism and humanitarian aid, and enhance the sharing of experience and expertise to ensure the highest level of complementarity and cooperation;
  • Recognize the importance of developing joint technical frameworks to build national capacity and strengthen institutional structures in the fields of volunteerism and humanitarian assistance.
